Project Description

The Arterial Roads Rehabilitation and Bicycle Lane Improvements Project in Elk Grove was a comprehensive initiative aimed at enhancing transportation infrastructure and promoting alternative modes of travel within the city. This project focused on rehabilitating and repaving segments of Waterman Road and Elk Grove Florin Road, while integrating Class II on-street bike lanes to encourage cycling and improve safety for all road users.

A notable feature of the project was the installation of a mid-block pedestrian crossing equipped with a rectangular rapid flashing beacon along Elk Grove Florin Road, north of Valley Oak Lane. This enhancement significantly improved pedestrian safety and accessibility in the area. Additionally, the project included upgrading curb ramps to meet Americans with Disabilities Act (ADA) standards, ensuring compliance and accessibility for individuals with disabilities.

The construction process involved full closures with designated detour routes for two segments along Waterman Road. During these closures, the existing roadway was entirely removed and reconstructed to achieve a more durable and reliable infrastructure. Other portions of Waterman Road, specifically between Grant Line Road and Kent Street, as well as Elk Grove Boulevard to Bond Road, underwent complete overlays with new hot mix asphalt (HMA) paving. Similarly, the section of Elk Grove Florin Road between Valley Oak Drive and Elk Grove Boulevard had its roadway surface removed and replaced with new HMA paving. All areas were subsequently restriped to accommodate the new bicycle lanes.

To enhance traffic signal functionality, new vehicle detection loops were installed at the intersections of Elk Grove Boulevard and Elk Grove Florin Road, as well as Elk Grove Boulevard and Waterman Road. Despite encountering unforeseen challenges, such as the discovery of an unmarked 2,400-foot fiber optic line requiring relocation, Knight CM Group effectively managed these obstacles, ensuring the timely reopening of Waterman Road in alignment with the commencement of the new school year.

This project not only improved the structural integrity and safety of the roadways but also promoted sustainable transportation options, aligning with Elk Grove's commitment to creating a more connected and accessible community.
