Folsom JPA Southeast Connector

Project Description

The Capital SouthEast Connector Segment D3A project in the City of Folsom was a significant infrastructure improvement that transformed a two-lane rural section of White Rock Road into a modern four-lane expressway, enhancing regional mobility and transportation efficiency. Spanning approximately three miles from west of Prairie City Road to east of East Bidwell Street, the project was designed to accommodate increasing traffic demands while integrating multimodal transportation options.

As part of the roadway expansion, White Rock Road was widened to include a center earth median and a Class I bike and pedestrian trail, improving accessibility and safety for both motorists and non-motorized users. A key component of the project was the construction of two parallel, three-span reinforced concrete slab bridges over Alder Creek, each measuring 129 feet in length and 42.5 feet in width. These structures were designed to support two lanes of one-way vehicular traffic while ensuring long-term durability with 24-inch diameter cast-in-drilled-hole (CIDH) piles at all support locations.

To further enhance traffic flow and safety, the project incorporated intersection improvements, including the installation of new traffic signals at Prairie City Road, East Bidwell Street, and the future Oak Avenue. Additionally, extensive utility relocations and drainage system enhancements were implemented to support the expanded roadway infrastructure and ensure long-term functionality.

Given the project's scope, right-of-way coordination was a critical element, involving multiple jurisdictions, including Sacramento County, the City of Folsom, the State of California, and the Capital SouthEast Connector Joint Powers Authority (JPA). Collaboration among these entities was essential in facilitating a seamless execution and ensuring compliance with all regulatory requirements.
