2017 FEMA Storm Damage Repair
Project Description
In response to the severe winter storms of 2016-2017, which caused significant damage to infrastructure in Yuba County, the 2017 FEMA Storm Damage East/West Bullard’s Bar Reservoir Repair Project was initiated to restore and strengthen the affected roadways surrounding Bullard’s Bar Reservoir. These storms led to multiple roadway failures, commonly referred to as "slip-outs," requiring comprehensive repairs to ensure safe and reliable access in this remote region.
Knight CM Group personnel provided full construction management and inspection services for this critical project. Managing two simultaneous construction contracts—one for the east side and one for the west side of Bullard’s Bar Reservoir—the project encompassed fourteen distinct repair sites, each presenting unique challenges due to difficult, restricted, and remote access conditions. The repairs required the construction of soldier pile walls, mechanically stabilized earth (MSE) walls, and gabion basket walls to stabilize the compromised roadway sections. Extensive earthwork included over-excavation, backfilling, and the strategic placement of tire-derived aggregate (TDA) and imported borrow materials to reinforce the roadbed.
Roadway reconstruction efforts involved the application of Class 2 aggregate base and hot mix asphalt (HMA) paving, restoring the roadway to its original condition or better. To further enhance safety for motorists, metal beam guardrails were installed in key locations. Throughout the project, Knight CM Group personnel ensured meticulous oversight, maintaining strict adherence to federal, state, and local regulatory requirements while coordinating closely with stakeholders to minimize disruptions.
The successful completion of the 2017 FEMA Storm Damage Repair Project restored vital roadway access, improved the resilience of Yuba County’s transportation network, and provided long-term stability for infrastructure affected by severe weather events.
